Yinggang Hu

Chairman of the Board
Hu Yinggang (胡迎钢) is a seasoned executive with over 20 years of experience leading organizations in the Mining & Metals and Oil & Gas sectors. He is a trained senior engineer, holding a Master’s degree in engineering from Xi’an Jiaotong University.

Experience and Qualifications:
2004: Served as the general manager of Xiwang Mining Company of Baotou Iron and Steel Company, and was a key negotiator for the purchase and importation of metallurgical technology and equipment with several Italian firms.
2007: Established a tungsten and tin mine holding company in Mongolia, and served as the chairman and general manager
2011: Established Highland Petroleum Company in Mongolia and served as chairman and general manager. Instrumental in obtaining permits for 6,566 KM2 of land for oil and gas exploration.
2016: Founded ALS Dornodin Baigaliin Khii LLC (“DBK”) in Mongolia and is currently serving in the Chairman role.

Xinquan Ran

Chief Executive Officer and General Manager
Xinquan Ran (冉新权) has extensive executive experience serving in numerous high-ranking positions at large Chinese Oil & Gas firms. Prior to assuming a management position, he served as a specialized senior engineer. He holds a Doctorate degree in Engineering. He brings decades of expertise in Oil & Gas exploration and development to DBK.

Experience and Qualifications:
2002: Served as the Deputy General Manager of the Exploration and Production group within China National Petroleum Corporation (“CNPC”).
2005: Appointed Deputy Secretary of the Party Committee, Secretary of the Disciplinary Committee, Chairman of the Labor Union, Deputy General Manager, and Secretary of the Party Committee of Changqing Oilfield Company.
2011: Hired to serve as a director of China National Petroleum Corporation and subsequently appointed as the vice president of China National Petroleum Corporation.He was later appointed to the director, vice president and general manager roles to oversee Changqing Oilfield, wholly owned by CNPC.
2020: Currently holding the office of the Chief Executive Officer and General Manager of ALS Dornodin Baigaliin Khii LLC.

George Lorr

Chief Financial Officer
George Lorr has nearly 40 years of finance and accounting experience at international oil companies. He has comprehensive experience in Oil & Gas accounting and financial reporting, budgeting and planning, and risk management. As a key business partner, he has presided over strategic decisions and his experience in Asian markets has given him a deep understanding of regulatory and reporting requirements.

Prior to joining DBK, he was ConocoPhillips' Finance Director for the Asia Region, and served in the same capacity at Apache Petroleum in China. He also served as the Finance Manager at ROC Petroleum. In March 2021, he was hired to serve as the Chief Financial Officer of DBK.

Weihe Huang

Weihe Huang (黄维和) is a fellow of the Chinese Academy of Engineering and an expert in oil and gas storage and transportation engineering. He is currently serving as the director of the Petroleum Storage and Transportation Professional Committee of the Chinese Petroleum Institute, the director of the National Natural Gas Standardization Technical Committee, and a doctoral thesis supervisor. He is a former Vice President of China National Petroleum Corporation.

During his tenure at CNPC, he presided over many key technological research programs and a key advisor on the construction of major pipelines in China, such as the West-East Gas Pipeline. He established a collaborative innovation model for pipeline engineering to solve the problems of large-diameter, high-pressure, high-strength steel gas pipeline fracture control and easy-to-coagulate high-viscosity crude oil transportation.

His work has won him two first-place prizes in the area of national science and technology progress, in addition to one special prize and one first-place prize in provincial and ministerial science and technology progress. In 2013, he was elected to serve as an academician of the Chinese Academy of Engineering. In March 2021, he was hired to serve as the Chief Technology Officer of DBK.
